Invokes Compaq Fortran preprocessor, Compaq Fortran compiler,
and linker.

fl32 [options] file1 [file2...] [/link options]

The fl32 driver supports the Fortran Powerstation options but invokes the
Compaq Fortran compiler.  This driver also supports the Compaq Fortran 
option spellings.
